Why does toothpaste clump in my mouth?

This is a really STRANGE question. Often when I am done brushing my teeth with my electric toothbrush, I spit, and out comes a large chunk of toothpaste, still in toothpaste form that apparently hasn%26#039;t been used. Why does this happen? How can I be sure that the toothpaste gets used so that I don%26#039;t have to brush again since the toothpaste never distributed to the rest of my mouth?
